Vietnam follows hydrogen transition path as noted in PDP-8 (https://lnkd.in/exqcyKfK) in May 2023 and NEMP (https://lnkd.in/gz6Qspa7) in July 2023.
Feb. 2024, the DPM initialed PM’s Decision 165, approving Vietnam’s Hydrogen Energy Development Strategy to 2030 with a vision to 2050. Period of 2050 aligns with COP commitments of the country and the existing National planning – net zero aim.
Vision
Hydrogen to form as an integral part of the value chain, ensuring energy security and reducing GHG emissions. Green revolution with a hydrogen powered circular economy. Realise international potential e.g. COP, JETP, AZEC,… to achieve targets with integrated role of SOEs and local + FIEs
Goals
Upto 2030 – deploy and apply advanced technology in green hydrogen production (export oriented ++), carbon capture (CCS/CCUS). Aim for hydrogen production capacity through RE etc. to 100,000 – 500,000 tons/year.
Use upto 2030 – Develop hydrogen energy market in accordance with fuel conversion greener transition roadmap (electricity production, transport, industry). Maintain reasonable pricing, R&D in storage, transportation and distribution of hydrogen energy.
Policy framework – things to do
Develop and supplement RE regulations to support hydrogen energy planning, including amending the Electricity Law. Curb dependence on fossil fuel sources.
Issue policies on offshore wind power projects, hydrogen/ammonia production and export projects using RE (solar power, offshore wind power,… ).
Preferential mechanisms for taxes, fees, land, etc. to lure investment in hydrogen energy sector.
