“I have no forgiveness. None,” Jovanca Bullock, Jovan’s mother, said. She was the one who found her son’s body.
Clark County District Court Judge Jacqueline Bluth reflected on youth violence in Clark County as she sentenced the three teens.
“I mean, we just keep coming in here,” Bluth said, before pausing. “Month after month with more dead kids. Kids killing kids.”
8 News Now obtained surveillance video showing Jenkins, Saulsberry, and Neely at the site of the shooting. Jenkins was 18 years old at the time and Saulsberry was 17. Neely was 14 years old.

“He will never have a prom. He will never have his first child. He won’t even get to drive. Things y’all are going to take for granted,” Jovanca Bullock said.
Both Jenkins and Saulsberry were sentenced to 18 years to life in prison for second-degree murder with the use of a deadly weapon. Neely was sentenced to 9 to 25 years in prison after pleading guilty to voluntary manslaughter with use of a deadly weapon and robbery with use of a deadly weapon.
The three teens apologized for their actions, but Bullock’s mother said she does not forgive them.
“We as Black people have a rough road in this life, do you understand? My life has never been easy. It’s always been hard. Why would you add to it?” Jovanca Bullock said.
