Three other energy experts and I have written a letter to several state legislators asking them to vote for AB 1999, which would repeal the AB 205 provision dealing with the income graduated fixed charge. As you know, this issue has taken up way too much time at the CPUC in a proceeding devoted to load flexibility, which is the antithesis of fixed charges. Raising fixed charges and lowering energy charges is just a shell game which will do nothing to promote affordable electrification, the stated intent. Instead, it will raise bills for frugal, efficient and green consumers of electricity simply based on their income, reversing the state’s long-standing commitment to energy efficiency and distributed renewable energy. Furthermore, income data is confidential and privileged.
