Hydrogen Transport and Storage Network Pathways

 In August 2023 we published our government response in which we set out our minded to position that there is a need for a degree of 
strategic planning, led by DESNZ in the interim with the Future System Operator (FSO)2 takingon strategic planning activities for hydrogen in due course.

As part of that, we committed to publishing a ‘hydrogen networks pathway’ to set out the next steps in our vision for the strategic development of hydrogen T&S in the UK and the role of the FSO. Strategic planning can provide greater certainty on network requirements both in the short and longer term. It can give clarity and confidence to potential consumers, producers and infrastructure projects, 
fuelling the growth of the hydrogen economy. It is also intended to inform the allocation of the 
hydrogen storage and transport business models. 

The production of a hydrogen T&S networks pathway is also in line with the recommendations in the “Mission Zero” Independent Review of Net Zero, led by Chris Skidmore3. Those recommendations included ensuring that the FSO takes forward a role in system planning for 
hydrogen and that government takes decisive leadership on identifying minimum viable pipeline and storage network needs, both of which this publication advances.

The Global Hydrogen Hub
