Energy in Brazil: Diffused Leadership
There is a significant inconsistency between the official definitions of what is peak and off-peak in the electricity sector and the reality.
For ANEEL (the regulator), peak is a 3-hour window in the late afternoon/early evening defined by each concessionaire.
For ONS (the independent system operator), peak, according to hourly demand, has been verified from mid-morning to early evening, during the weekdays.
For CCEE (power clearinghouse), the published hourly price has nothing to do with the criteria discussed above (ANEEL and ONS).
Although formally each of these entities follows the regulations on how they should proceed, what we see is a mix of criteria. Due to the lack of alignment, which is so necessary, the result is an increase in costs for everyone because the criteria are not aligned. We need leadership with knowledge, experience and a holistic view of the electricity sector.
