The Indian Government has announced the introduction of an Approved List of Models and Manufacturers (ALMM) for solar PV cells, effective from 1 June 2026.
According to the new order, all solar PV modules used in government-backed schemes, net-metering projects, and open-access renewable energy initiatives must source their solar cells from ALMM List II from June 2026, according to a report by The Economic Times.
This move aims to bolster India’s green energy transition by ensuring the use of quality solar PV cells in energy projects. The initiative is part of India’s broader strategy to enhance its solar power sector.
This requirement is intended to ensure the quality and reliability of solar PV cells in India’s energy infrastructure, according to the Ministry of New and Renewable Energy (MNRE).
The MNRE stated: “The MNRE announces a significant amendment to the ALMM Order, 2019, which will have far-reaching implications for India’s solar power sector and its clean energy transition.”
An exemption will apply to projects awarded or completed before this order’s issuance, allowing them to proceed without using List II cells.
According to the report, sourcing both solar PV modules and cells from the respective ALMM lists will be mandatory for future bids, marking a shift towards quality assurance and sustainability in India’s solar power sector.
The ALMM order was initially introduced in 2019 for solar modules to boost the manufacturing and usage of made-in-India solar panels.
By mandating the use of solar PV cells from ALMM List II, the government aims to foster a robust domestic solar PV supply chain, reduce the carbon footprint associated with solar module imports, and bolster India’s energy security.
Thin-film solar modules from integrated manufacturing units will comply with the new requirement.
In the coming months, the MNRE will issue detailed procedural guidelines for enlisting solar PV cells under ALMM List II, the report stated.
These guidelines will provide clear instructions for manufacturers and project developers on complying with the updated requirements, simplifying the regulatory process.
This initiative aligns with India’s goal of achieving 500GW of non-fossil fuel-based power capacity by 2030.
The government aims to maintain India’s position at the forefront of global clean energy development through these efforts.
