What are the top small-scale solar states?

It’s Friday so a lighter topic is in order.

There are lots of lists of the tops states for the various types of solar systems. Those who pay attention to this data know that California and Texas are the behemoths. Texas is also a leader in wind. But do you have any idea which state leads in the installation of small-scale solar (rooftop system under 1 megawatt) on a per capita basis?  The answer surprised me.
