Decree “toughens rules” for electricity distributors (Brazil)
There are 6 themes:
* Consumer Satisfaction
* Service quality
* Responses to extreme weather events
* Financial health
* Dividend limitation
* Investment plans
In my opinion, this is something “just for show”!
The current regulation has already established – for decades now – the maximum level of duration and frequency of unplanned power interruptions, which is the focus of the decree.
It turns out that in practice the regulator (ANEEL) DOES NOT inspect the electrical system – and the main factors of unplanned interruptions are not resolved by the distributors.
In the tariffs the cost of inspection is charged, which is not done in practice – is it due to negligence, corruption or both?
