I checked into the DOE Summit today just in time to see the NARUC presentation with DOE CESER where the main topic was the important role CISA Cybersecurity Performance Goals would play in harmonizing cybersecurity practices across the distribution grid. It was emphasized that these CPG were being voluntarily promoted and would not be part of the Federal Power Act regulatory regime.
Cynthia Hsu provided an overview of the DOE CESER RMUC program which aims to provide funding to rural and municipal utilities for cybersecurity improvements. The program has $250 million to invest over 5 years. Two funding programs are available, the first is a prize that offers $50,000 to winners over three phases. The second program consists of 3 topic areas with a total of $20 million per topics area; a 5% match is required from participants that receive an award.
