IPPs (End Customer) adopt Operations and Maintenance (O&M) strategies for wind energy plants based on costing. Some approaches include:
Self Mode: Customers manage maintenance activities by directly engaging resources.
ISP (Independent Service Provider): IPPs involve third parties (100%) other than OEM and self.
OEM: IPPs engage OEM (Original Equipment Manufacturer) through a separate O&M contract.
Mix Mode: Combination of OEM, Third Party, or Self. Some equipment, mainly WTG, remains with the OEM, and others, like BOP, are outsourced or self-managed.
Various cost factors for material and manpower in Wind Energy Plant O&M are:
A. WTG Maintenance:
Scheduled preventive maintenance
Condition-based and predictive maintenance
Breakdown maintenance
Torqueing and blade cleaning
Spares, Inventory, etc.
Any applicable AMC (Annual Maintenance Contract)
B. BOP (Balance of Plant):
PSS (Pooling Sub Station)
USS (Unitized Sub Station) and 33 KV line
EHV line for CTU/SECI and by grid people for STU (State Transmission Utility) based on fixed service charges
Approach Road and pathways
Spares/material consumption
C. Major Large Material Breakdown Inventory – Repair or Replacement:
Generator
Gearbox
Blade/Bearing
Cranes and logistics
D. Admin Cost:
Security (Patrolling for WTG and permanent for PSS)
Transportation – Vehicles for site movement
Guesthouses, canteen
Travels
Local Government liaising
Safety and Training
E. Statutory Cost:
Insurance
Fees for government land and other nodal agencies
Penalties if any
F. Miscellaneous:
ROW
CSR
Force Majeure
LD against MA (Machine Availability) and line losses
